The photo above supposedly confirms NVIDIA’s earlier planned RTX 4070 Founders Edition GPUs, even though they haven’t offered a high-end RTX 4070 TI model of their own design. No cards are shown in the box pictured. This meant that either the cards weren’t ready at the time, or they were preparing the box design in case the cards might come out.
another leaker (kopite7kimi) has gone ahead by saying that the same cooler design could be used in another AD104 GPU called the RTX 4060 Ti. Reusing existing board designs and coolers for his two cards is a logical decision.

According to the data written on the box, the card requires a 2×8 pin to 1×16 pin power adapter and is 112mm wide. For comparison, the RTX 4080 is 140mm wide, so this Founders Edition GPU is pretty small.
As far as speculation goes, the RTX 4070 uses an AD104-250 or AD104-251 GPU with 5888 CUDA cores. This model has the same configuration as the RTX 4070 Ti, with 12GB GDDR6X memory and a 192-bit memory bus. The core count reduction allows NVIDIA to bring power consumption down to 200-250W levels.
According to the latest information, mass production of the AD104-250 GPU is scheduled for late February, which usually means it will be available on the market in a few weeks.
