To make the filling, cook ground beef in a large skillet. Add lots of stuff. My favorite is this 12 inch frying panI’m sure I use it every day.
If possible, use 90/10 ground beef for this so you can skip the step of draining the grease. When the ground beef is still slightly pink, add the onions and carrots.
Continue cooking and add minced garlic, parsley, thyme, basil, 1/2 teaspoon salt, and 1/4 teaspoon black pepper. Cook for a further 2-3 minutes until the onions are softened.
The tomatoes, green chillies, and balsamic vinegar you add next will provide so much flavor. Continue cooking over medium heat until the liquid is slightly reduced. Stir in frozen peas, adjusting salt and pepper as needed.
Spoon everything into a casserole dish and let it sit for a few minutes while you mash the potatoes. (Sweet potatoes can be easily mashed by hand with this handheld fine masher.)
Season the potatoes with salt and pepper and add a few drops of milk if desired. Spoon potatoes over beef mixture.
Bake until hot and bubbly, about 25 minutes. Remove from oven and let rest for at least 10 minutes before serving.
There are several reasons to let it rest a bit before serving. First, this is steamy hot, so don’t burn yourself. Second, this will cause the material to harden a bit as it cools.
